Shatin to Central Link (SCL) is a strategic railway line comprising of two sections that run through multiple districts in Hong Kong. The first section extends the existing Ma On Shan Line from Tai Wai to the West Rail Line through East Kowloon. The second section extends the East Rail Line across the harbour to Hong Kong Island via the fourth rail harbour crossing. SCL strengthens current railway networks by connecting several railway lines through several interchange stations. It saves travel time and provide the community with faster and more convenient railway services.
The NSL Cross Harbour Tunnels was constructed by Immersed Tunnel (IMT) and Cut-and-Cover (C&C) Tunnel methods. It includes a C&C tunnel of about 200m adjacent to the existing seawall at Hung Hom, another C&C tunnel of about 280m at the west side of Causeway Bay Typhoon Shelter (CBTS), and an IMT across Victoria Harbour. The IMT is 1.4km long between the C&C tunnel at Hong Hom Landfall and the other C&C tunnel at CBTS.
Constructing these major tunnel sections entails temporary reclamation works and the demolition and reinstatement of Hung Hom Bypass fender piles, some parts of the Hung Hom Freight Pier, and the CBTS Breakwater.
The process also includes reprovisioning CBTS’ mooring area and some establishment and reinstatement works for the casting of IMT elements in the Shek O Casting Basin.
This section of SCL was procured through the Design and Build (D&B) works contract. AECOM was responsible for the reference design and specifications in producing the Employer’s Requirement for the D&B works contracts. The team was also in charge of obtaining necessary approvals from relevant government departments, authorities, and stakeholders. During construction, the team provided design reviews for statutory and MTR design standards compliance, and performed statutory supervision service.
