Since summer 2021, we have been working closely with the City of Detroit’s Office of the Chief Financial Officer on the deployment and optimization of $826 million in American Rescue Plan Act funding. Central to the purpose of the grant funding is the reversal of long-standing inequities and the removal of barriers to opportunity. Our Strategy+ practice has originated a framework for the identification and harmonization of equity-focused metrics, an approach designed to promote transparency and accountability as specific projects within the ARPA-funded program are implemented across the City during the three-year period of performance.
The program’s portfolio of projects continues to grow and is envisioned to encompass up to 100 concurrent projects of varying scales and typologies. We are supporting the City through development of dashboard tracking tools to provide leadership with program-wide awareness of project development status. A customized framework of key performance indicators through which to measure both project and program success is also in development, and we are advancing the creation of a program-specific Program Management Information System in partnership with the City’s data and analytics team.
In response to the unique opportunity afforded by the ARPA program, the City asked our team to identify areas through which standard city systems and processes can be modified for compliance with ARPA regulatory requirements and improved for long-term benefit. We are developing training for city project staff and creating capacity-building resources to guide the work of the program. We have also developed an equity framework for transparency and accountability and performance metrics for reporting the impacts of grant funded projects in the community. In addition to providing specialty expertise in diversity, equity and inclusion, we have put the focus on creating and measuring long-term value in addition to immediate results.
