We were commissioned by the City of Dallas to develop the city's Comprehensive Environmental and Climate Action Plan (CECAP) to implement the Dallas Mayor’s commitment to uphold the Paris Agreement. The CECAP created a comprehensive roadmap that outlines the specific activities that the city can undertake to reduce greenhouse gas (GHG) emissions and improve environmental quality in the city. We started with an extensive review of current Dallas plans and policies to understand existing achievements and where there are opportunities to do more. A large and active stakeholder working group engaged at multiple points in the process, providing input on the baseline analysis, community engagement approach, and potential actions. The team developed a long list of carbon reduction, climate adaptation, and quality of life actions covering transportation, building, energy, water, green spaces, and food with a focus on social equity. Actions were reviewed against a series of evaluation criteria to make sure that they that could achieve the greatest emission reductions and deliver the most benefits to the communities affected by climate change impacts.
