The Royal Courts of Justice in Belfast, Northern Ireland, has stood as a symbol of justice since 1933. It is the home of the Court of Judicature of Northern Ireland which comprises the Northern Ireland Court of Appeal, High Court of Northern Ireland and the Crown Court in Northern Ireland.
To address the outdated mechanical and electrical infrastructure, the Northern Ireland Courts and Tribunals Service (NICTS) appointed us to deliver the building service upgrade project. The primary objective of the project is to develop a sustainable future design solution that will improve the building's mechanical and electrical infrastructure while also taking the opportunity to incorporate internal reconfiguration.
The project aims to ensure that the court facilities meet modern standards, enhance functionality, and provide a conducive environment for justice administration. The focus on sustainability aligns with the broader vision of the Vision 2030 Estate Modernization Team, aiming to optimize carbon reduction and reduce operating costs while preserving the building’s historical significance.
As the lead consultant for the project, providing design and contract management services, our Northern Ireland-based team is leading the work, with input from our global network of expert colleagues in building projects and court design, alongside Northmills Associates, our architectural partner.
Upgrading a Grade A listed building presents unique challenges, especially concerning preserving its heritage and historical significance. The project team need to strike a delicate balance between modernizing the courts' infrastructure and ensuring the building's authenticity and character remain intact. By working closely with the stakeholders and heritage preservation experts, we are developing solutions that meet the necessary upgrades while preserving the building's historical charm and securing the appropriate statutory approvals for working with the listed features. All whilst maintaining court services throughout the construction.
Another crucial aspect of the project is extensive stakeholder engagement. The court premises are vital to the legal community, government, and the public at large. The project team will engage with relevant stakeholders throughout the design phase to gather valuable feedback, address concerns, and ensure that the upgraded facilities cater to the needs of all users.
Upgrading the infrastructure will enhance efficiency, reduce maintenance costs, and increase sustainability. Internal reconfiguration optimizes space, providing an improved experience for all users. The sustainable design solution will revitalize this historic building, ensuring it remains a symbol of justice for generations. Modernity, functionality, and heritage will coexist harmoniously, ensuring the Royal Courts of Justice remains at the heart of justice for Northern Ireland over the next century.
