Los Angeles County Consolidated Treatment Facility (LACCTF)

We are part of the process that will shape the future delivery of mental health and substance abuse treatment in the County of Los Angeles and potentially beyond. The new Los Angeles County Consolidated Correctional Treatment Facility (CCTF) is planned to be a 3,885-bed centralized correctional treatment facility for the whole county justice system. Its focus is on secure housing and treatment for inmate-patients with mental illness or substance use disorders, medically fragile inmate-patients, and high-security inmates. The project vision is the result of a major philosophical shift for the county: the CCTF will seamlessly provide integrated treatment for inmate-patients including screening, treatment, and housing with dignity and safety. This approach is at the forefront of correctional operations and design in the United States.

We have worked with county stakeholders since 2014 to translate the intention of the county board, sheriff, and health agency into scoping documents for design-build procurement including the architectural program, room data sheets, basis of design, and performance specifications. As part of this program, we hired a community outreach specialist to support with local, minority, and women hiring and business participation. With full commitment to the mission of the CCTF, the Board of Supervisors asked that we identify operational and cost efficiencies. In the process of facilitating work sessions with more than 30 stakeholders, the approach to project delivery evolved: the number of beds was reduced from 4,860 to 3,885, an integrated replacement Inmate Reception Center for male and female inmates was added, and medical detoxification beds were added. With our focus on client service and deep experience in the iterative nature of planning, rethinking, and planning again with a large group of stakeholders, we nimbly and effectively advised the county on the impact of each modification and options for accommodation.
