Felix Fung

As Assistant Deputy Minister of Transit at the Ontario Ministry of Transportation (MTO), Felix is responsible for overseeing the implementation of the largest public transit expansion in North America – with provincial investments of over $70B over the next decade. In this role, Felix works closely with Ontario’s transportation agencies - Metrolinx and Ontario Northland Transportation Commission, municipal transit systems and other levels of government to support the delivery of critical transit infrastructure projects and the development of strategies and funding tools to enhance transit operations and capacity growth.


Felix has over eighteen years of experience in public administration, policy development, financial oversight, and stakeholder consultations, specializing in government relations, infrastructure planning, and urban development. Felix has held a number of senior positions within the Ministry of Transportation, including as Director of Transit Policy and Director of Finance.

Stephanie Davis

Former Chief Capital Officer, Metrolinx

Stephanie Davis

As the former Chief Capital Officer (GO & UP), Stephanie led a portion of the Metrolinx Capital Projects Group responsible for transforming the regional passenger railway network. This integrated team brings together hundreds of skilled Metrolinx employees with partners from Infrastructure Ontario and the private sector with a shared focus on delivering complex projects safely, on time, on budget and on benefit. Its responsibilities include GO Expansion, the internationally recognized program to bring faster, more frequent electrified regional rail service across the Greater Golden Horseshoe, along with complementary investments in new stations and line extensions that will bring GO rail service to new communities from inner Toronto to Bowmanville.


After spending five years in telecommunications infrastructure, Stephanie joined the transportation and transit industry at GO Transit (now Metrolinx) in 2003. Stephanie has held progressive positions within the Capital Projects Group of Metrolinx, rising from Project Coordinator to her most recent past position as Executive Vice President of GO Expansion. There, she led teams of project delivery, commercial, technical and program management staff delivering hundreds of projects incorporating track and signals, structures, stations and customer amenities. Stephanie is proud to be part of this significant investment in transforming the region by improving the quantity and quality of train service available to its residents.


Stephanie has an honours degree in Civil Engineering from Queen’s University and is registered as a Professional Engineer in Ontario.


Todd Ernst

Director Energy and Environment, GTAA

Todd Ernst

Todd’s is Director Energy and Environment at the Greater Toronto Airports Authority (GTAA). His responsibilities include the environment and climate change programs as well as operation and maintenance of the airport utilities and 117MW cogeneration facility. In his past role at the GTAA, Todd has also had responsibility for the maintenance of the airfield electrical systems and vehicle fleet.

Prior to joining the GTAA Todd’s career has spanned roles in environment, energy and finance in both industry and consulting. This includes environmental process engineer with a large integrated pulp and paper facility, finance role in pharmaceutical and retail, internal audit, governance and sustainability reporting advisory work with Ernst & Young and leadership of the industrial energy conservation programs services at a boutique consulting firm, Clearesult.

Todd also serves as co-chair of the Executive Committee at Partners in Project Green, Canada’s largest eco-business zone.

Kirsten Watson

‪VP, Government Relation & Canada Transit Market Sector Lead, AECOM

Kirsten Watson

At AECOM, Kirsten works across all business lines to increase AECOM’s profile in Canada with its government partners and clients. She also leads growth initiatives with transit agencies and service providers while supporting AECOM’s growth agenda in the global transit market. Prior to joining AECOM, Kirsten held the position of Deputy CEO at the Toronto Transit Commission.

In her nearly 19 years at the TTC, Kirsten held numerous leadership roles in subway and bus operations, customer experience, human resources, and employee relations. She was a key member of the leadership team responsible for the installation of Automatic Train Control on Line 1, the implementation of the King Street streetcar right of way, and planning operations for the significant expansion of subway and light rail transit lines across the transit network.

Previously, Kirsten worked as a labour and employment lawyer with a Toronto law firm and led dispute resolution activities at the Ontario Ministry of Labour. She holds a Bachelor of Arts from the University of Toronto and a Bachelor of Laws from the University of Windsor.

She is a long-term member of the Women’s Transportation Seminar, Greater Toronto Area chapter, where she is currently serving as President.
