Hayling Island Funding and Implementation Strategy

Working collaboratively with the Eastern Solent Coastal Partnership (ESCP), we’ve determined the wider benefits of flood and coastal erosion risk management (FCERM) on this complex scheme, highlighting the opportunity to deliver more through our projects while facilitating positive conversations about how to fund them.

Hayling Island has historically been at risk from flooding with multiple tidal flood events in recent years causing disruption to the local community and small businesses. However, restricted government budgets have led to projects needing to deliver more than just flood protection in order to receive funding.

We’ve recently undertaken technical studies, including a wider economic footprint and Gross Value Added (GVA) assessment, to support the ESCP develop a FCERM Funding and Implementation Strategy at Hayling Island. Supporting project development, funding and securing allocations, we undertook a traditional FCERM economic appraisal combined with the assessment of broader outcomes and wider benefits using a number of tools including our Local Economic Valuation of Impacts (LEVI) tool which screens for wider impacts on the local and regional economy.

Our approach helped the ESCP prepare a more targeted and robust funding strategy and highlighted opportunities to capture wider investment during scheme development. This will help secure the required partnership funding, as well as build greater support and commitment through the delivery of wider benefits.
